HJR 4 – Public Hearing
007	Mark Jolley	Committee Administrator. Explains HJR 4.
012	Chair Hill	Clarifies the –1 amendments create a joint committee for oversight during the interim process (EXHIBIT A) which is a companion piece related to HB 2988 which deals with oversight and regulatory issues.
020	Mark Hellman	Public Utilities Commission (PUC). Says the PUC has not seen the –1 amendment, and would need time to assess it.
030	Chair Hill	Closes public hearing on HJR 4 and opens work session on HJR 4.

040	Rep. Patridge	MOTION: Moves to ADOPT HJR 4-1 amendments dated 5/7/01.
043	Rep. Patridge	Thanks Chair for doing this bill and he sees it as important to the future of Oregon, etc.

HB 3289 – Public Hearing
098	Jolley	Explains the bill, which creates the Oregon Renewable Energy Center at Oregon Institute of Technology, and that it allows for the receipt of money from private or public sources to support the center.
110	Chair Hill	Closes public hearing on HB 3289 and opens work session on HB 3289.

120	Rep. Patridge	MOTION: Moves HB 3289 to the WAYS & MEANS committee with a DO PASS recommendation.
		VOTE: 3-0
125	Rep. Lowe	Asks if the Chair Hill would entertain an amendment related to the Sabin Skills Center.
127	Chair Hill	Responds the relating clause is too narrow.
134	Chair Hill	Hearing no objection, declares the motion CARRIED.
140	Chair Hill	Closes work session on HB 3289 and opens public hearing on HB 3839.
HB 3839 – Public Hearing
143	Jolley	Explains the bill, which has been gut and stuffed. Says the –2 (EXHIBIT B) narrows the focus by identifying specific transactions from being available as part of public records.
150	Chair Hill	Explains the operative language is on page 6, and the purpose for agencies to adopt rules to not exclude for public release any information that is currently available, but any financial information is private. Says it includes bank checks also.
180	Rep. Lowe	Asks clarifying question, if this is limited to transactions with the state or other private individual. .
187	Chair Hill	Responds this is an exception to the public records law, and explains. Asks if anyone wants to testify on the bill. Closes public hearing on HB 3839 and opens work session on HB 3839.

		VOTE: 3-0
	Chair Hill	Hearing no objection, declares the motion CARRIED.
