005	Chair Hill	Calls committee to order at 3:35 p.m. and opens public hearing on SB 229 B.
SB 229 B – Public Hearing
010	Mark Jolley	Committee Administrator. Gives overview of SB 229 B, with –4 amendments (EXHIBIT A) which authorizes the OECDD to designate up to five existing enterprise zones as electronic commerce zones.
020	Patrick Allen	Small Business and Emerging Technology Manager, Oregon Economic and Community Development Department (OECDD). Testifies in support of the bill. Says it implements one of the recommendations of the Internet Commission They have worked extensively on the Senate side, there is zero fiscal impact and a small revenue impact. Adds the bill implements the intent of the Internet commission.
040	Rep. Patridge	Asks if this bill would affect existing enterprise zones.
045	Allen	Says it would act as an overlay.
050	Chair Hill	Asks Mr. Allen if he has any comments on the –4 amendments.
052	Allen	Responds, no.
055	Chair Hill	Asks if anyone wants to testify on the bill or on the –4 amendments, SB 479 that will be shoved into SB 229, the telecommunications tax credit.
060	Chair Hill	Closes public hearing on SB 229 B and opens work session on SB 229 B.

043	Rep. Patridge	MOTION: Moves to ADOPT SB 229 B -4 amendments dated 5/10/01.
		VOTE: 2-0 EXCUSED: 1 - Lowe
046	Chair Hill	Hearing no objection, declares the motion CARRIED.
048	Chair Hill	Explains these two critical concepts are consolidated into one bill.
065	Rep. Patridge	MOTION: Moves SB 229B to the WAYS & MEANS COMMITTEE with a DO PASS AS AMENDED recommendation, with a request to rescind the referral to School and Tax Fairness/Revenue Committee
		VOTE: 2-0 EXCUSED: 1 - Lowe
070	Chair Hill	Hearing no objection, declares the motion CARRIED.
075	Chair Hill	Says the committee will not take up HB 2659 today. Closes the work session on SB 229 B, and adjourns the meeting at 3:43 p.m.
