HB 3346 – Public Hearing
010	Mark Jolley	Committee Administrator. Explains the bill and the –3 amendments (EXHIBIT A), which directs Senior and Disabled Services Division to make certain information available on Internet or provide it in a timely manner.
020	Claire Griffin	Staff for Rep. Jeff Merkley. Gives brief remarks for Rep. Merkely and provides a written summary of HB 3346 (EXHIBIT B).
035	Rick Davison	Constituent. Says he requested the bill and explains the need for it.
055	Andy Miller	Alzheimer’s Association Oregon Chapter. Testifies in support of the bill.
080	Jim Carlson	Health Care Association. Said they have talked with Merkely about the –3 amendments and they do not support it.
110	Chair Hill	Asks for clarification of the process. Notes there is no budget requested for putting this information onto the internet.
115	Davidson	Says the agency already has the information on database and all they need to do is place it on the internet.
133	Carlson	Says nursing home information is already on the internet through HICFA, but other kinds of information in not available for the consumer on the internet.
145	Chair Hill	Says, then why add this?
150	Miller	Explains there’s a lot more out there besides nursing homes, there are many other facilities that people are now being placed in such as foster homes a another alternative care.
165	Rep. Patridge	Says he has the same concerns as those expressed by Chair Hill especially as there is no fiscal report on this proposal.
185	Griffin	Says SDSD has been with them every step of the way and that staff has assured them they can absorb the cost in their operations, and apologizes that no one from SDSD is at the hearing today.
195	Chair Hill	Says that bothers him more than ever.
205	Chair Hill	Closes public hearing on HB 3346 and opens work session on HB 3346.

206	Rep. Patridge	MOTION: Moves to ADOPT HB 3346-3 amendments dated 5/15/02.
		VOTE: 3-0
	Chair Hill	Hearing no objection, declares the motion CARRIED.
215	Rep. Patridge	MOTION: Moves HB 3346 to the full committee with a BE ADOPTED AS AMENDED recommendation.
218	Rep. Lowe	Says she would rather move it to the floor with a do pass recommendation.
220	Rep. Lowe	VOTE: 2-1 AYE: 2 - Patridge, Hill NAY: 1 - Lowe
	Chair Hill	The motion CARRIES.
230	Chair Hill	Explains that next week the committee will meet every day.
246	Chair Hill	Closes work session on HB 3346 and adjourns meeting at 4:00 p.m.
