015	Ginny Lang	QWEST. Gives explanation of the bill that provides clarification to language adopted during the 1999 session as SB 622.
130	Rep. Lowe	Asks for clarification of intrastate language.
140	Lang	Responds and clarifies.
177	Phil Nygaard	Administrator, Public Utilities Comission. Says they support the changes and that adding these three words does not change current law by his view. Adds that the utilities take a different view. Stresses that whatever the current law is, this does not change it.
221	Rep. Lowe	Continues to seek clarification on the language with Phil Nygaard.
249	Paul Romain	Lobbyist representing MCI WorldCom. Responds to Rep. Lowe’s questions and refers to line 8 of page 4.
304	John Powell	Lobbyist representing AT&T. Testifies regarding the –8 amendments. Says AT&T’s position is that the rate of access is the major part of the price of a long distance telephone call.
333	Rep. Lowe	Asks if that is the real reason that cell phones are cheaper.
338	Powell	Says he is not the best to answer that, but it is a major portion of the long distance cost. Subsection 4 Says the –6 amendments were extremely problamatic.
