005	Chair Williams	Calls the meeting to order at 3:45 p.m. and outlines the materials that will be discussed.
068	Dan Cooper	Metro Introduces Steve Erickson, Metro, Dean Anderson, Polk County and Art Schlack, Association of Oregon Counties. Submits testimony and testifies on property ownership patterns that may be related to Measure 7 issues (EXHIBIT A). Gives a power point presentation that follows ownership patterns (EXHIBIT B).
335	Rep. Close	Asks why Polk County was used as the example
338	Cooper	Replies that it was used because Dean Anderson is the Geographic Information Service (GIS) Director in Polk County and helped prepare the presentation.
378	Rep. Close	Says that she would like to see more information on a southern or eastern Oregon county.

114	Vice Chair Schrader	Asks for written comments on the LC draft.
128	Mitch Rohse	American Planning Association Submits testimony and testifies in support of LC 4258 (EXHIBIT D). Says that they are concerned about a dual system of compensation, one for urban landowners, and the other for rural landowners. States that he is also interested in compliance with the federal program.
222	Vice Chair Schrader	Explains that a dual system of compensation is not the intent of this legislation.
241	Linda Ludwig	League of Oregon Cities Submits testimony and testifies on the components of the LC 4258 Draft (EXHIBIT E).
399	Harlan Levy	Oregon Association of Realtors Submits testimony and testifies in opposition to the LC 4258 Draft (EXHIBIT F). States that the 50 percent threshold contained in Section 4, page 3, line 29 will not be fair to many property owners.

114	Jeremy Wright	Oregon Community Protection Coalition Submits testimony and testifies on Measure 7 issues (EXHIBIT G). Says that the coalition believes that compensation should be in cash.
238	Art Schlack	Association of Oregon Counties Submits “Adopted Principles on Ballot Measure 7” (EXHIBIT H) and discusses the various areas of concern with LC 4258.
343	Chair Williams	Talks about the “Rural Concepts” piece that is the working document for the retroactive compensation segment of the proposed legislation. (EXHIBIT I).
