Discussed changes that have been implemented into the (-B19) amendments since the June 25, 2001 conference committee on HB 2281.  The Attorney General suggested changes regarding references to utilities exemption, and Legislative Counsel has changed the language accordingly.  The working family refundable credit has been removed from the (-B19) amendments.  Apportionment factor weights contained in the (-B14)s approved earlier had a 75% sales weight increasing to a 95%.  The (-B19)s have single step to 80% sales factor for years beginning 2003, then 10% each for property and payroll.  Included at request of Governor’s Office is a policy statement in the event of federal legislation on nexus for purposes of state business activity taxes.

Stated that HB 2716 (the working family child care tax credit) was passed today on the Senate Floor.

Added that HB 2716 as passed on the Senate Floor contains specific language linking it with HB 2281.

Thanked the Governor’s Office and others for their cooperative efforts in supporting this bill and the (-B19) amendments.

Stated that the work the Senate, House, and Governor’s Office have done on both HB 2281 and the working family child care tax credit bill has been a win/win situation.  By working together, this bill will stimulate investment in Oregon and help provide better jobs through investment.  At the same time, the working family child care tax credit issue provides some much needed relief for low income families.
