007	Chair Witt	MOTION: MOVES THE RULES BE SUSPENDED FOR THE PURPOSE OF RECONSIDERING THE VOTE ON HB 2281.
009	Chair Witt	ORDER: HEARING NO OBJECTION, THE RULES ARE SUSPENDED.
010	Chair Witt	MOTION: MOVES TO RECONSIDER THE VOTE BY WHICH HB 2281 WAS SENT TO THE FLOOR WITH A DO PASS AS AMENDED RECOMMENDATION.
013	Chair Witt	ORDER: HEARING NO OBJECTION, THE VOTE IS RECONSIDERED.
014	Chair Witt	MOTION: MOVES TO RECONSIDER THE VOTE BY WHICH HB 2281-(-B14) AND CONCEPTUAL LANGUAGE AMENDMENTS WERE ADOPTED.
018	Chair Witt	ORDER: HEARING NO OBJECTION, THE VOTE IS RECONSIDERED.
022	Paul Warner	Discussed changes that have been implemented into the (-B19) amendments since the June 25, 2001 conference committee on HB 2281. The Attorney General suggested changes regarding references to utilities exemption, and Legislative Counsel has changed the language accordingly. The working family refundable credit has been removed from the (-B19) amendments. Apportionment factor weights contained in the (-B14)s approved earlier had a 75% sales weight increasing to a 95%. The (-B19)s have single step to 80% sales factor for years beginning 2003, then 10% each for property and payroll. Included at request of Governor’s Office is a policy statement in the event of federal legislation on nexus for purposes of state business activity taxes.
057	Rep. Shetterly	Stated that HB 2716 (the working family child care tax credit) was passed today on the Senate Floor.
064	Sen. Ferrioli	Added that HB 2716 as passed on the Senate Floor contains specific language linking it with HB 2281.
070	Rep. Shetterly	MOTION: MOVES THE (-B19) AMENDMENTS TO HB 2281 BE ADOPTED.
073	Rep. Shetterly	Thanked the Governor’s Office and others for their cooperative efforts in supporting this bill and the (-B19) amendments.
084	Chair Witt	Stated that the work the Senate, House, and Governor’s Office have done on both HB 2281 and the working family child care tax credit bill has been a win/win situation. By working together, this bill will stimulate investment in Oregon and help provide better jobs through investment. At the same time, the working family child care tax credit issue provides some much needed relief for low income families.
093	Chair Witt	ORDER: HEARING NO OBJECTION, THE (-B19) AMENDMENTS ARE ADOPTED.
095	Rep. Shetterly	MOTION: MOVES THE HOUSE CONCUR IN THE SENATE AMENDMENTS DATED MAY 31, AND THAT THE BILL BE FURTHER AMENDED AND REPASSED.
104	Chair Witt	VOTE: ROLL CALL VOTE: MOTION PASSES: 8 – 0 – 0 SENATORS VOTING AYE: L. BEYER, STARR, FERRIOLI REPRESENTATIVES VOTING AYE: HASS, KAFOURY, NELSON, SHETTERLY, WITT Sen. Ferrioli will carry the bill on the Senate Floor. Rep. Witt will carry the bill on the House Floor.
115	Rep. Nelson	Thanked the Chair and members of the conference committee for their support of this bill.
