Legislative Fiscal Office.  States that the conference committee will consider the -A5 amendment to HB 4035 (EXHIBIT A).  Explains that the amendment will ensure that the Oregon Rural Health Association (RHA) will receive $7.5 million from the Medicaid Upper Payment Limit (MUPL) Account.

Clarifies that the amendment does not modify the original intent of the measure, however it ensures that the RHA will receive funds.

Acknowledges that old language identified that a certain percent of funds in the MUPL account would have been distributed to the RHA, however without this amendment, RHA would net $0.

Acknowledges that committee membership includes the original "Group of 5."

MOTION:  Moves to ADOPT HB 4035A-5 amendments dated 3/1/02.

Indicates that the -A5 amendments also affect the Department of Justice.

Legislative Fiscal Office.  Indicates that the amendments reduce and transfer other funds rather instead of general funds.
