002	Chair Clarno	Calls the meeting to order at 9:20 a.m. Opens a work session to adopt committee rules and introduce committee measures.
005	Sen. Yih	MOTION: Moves to ADOPT the proposed Committee Rules dated 08/16/02 (EXHIBIT A).
		VOTE: 3-0
007	Chair Clarno	Hearing no objection, declares the motion CARRIED.
008	Chair Clarno	Announces that the committee will be adopting drafts of legislative concepts as committee bills – not passing legislation out of the committee.
013	Sen. Atkinson	MOTION: Moves LC 2 BE INTRODUCED as a committee bill.
		VOTE: 3-0
015	Chair Clarno	Hearing no objection, declares the motion CARRIED.
017	Administrator Marjorie Taylor	Indicates that LC 2 will be SCR 18 which adjourns the fourth special session of the Seventy-first Legislative Assembly (EXHIBIT B).
020	Chair Clarno	Adjourns the committee at 9:25 a.m.
