Calls the meeting to order at 4:35 p.m.  Opens a work session to adopt committee rules and introduce committee measures.

MOTION:  Moves to ADOPT the proposed Committee Rules dated 08/30/02 (EXHIBIT A).

Hearing no objection, declares the motion CARRIED.

Announces that the committee will be adopting drafts of legislative concepts as committee bills – not passing legislation out of the committee.

MOTION:  Moves LC's: 4, 8, 9 and 10 BE INTRODUCED as committee bills.

Hearing no objection, declares the motion CARRIED.

Committee Administrator.  Indicates that LC 4 will be SCR 19 which adjourns the fifth special session of the Seventy-first Legislative Assembly, LC 8 will be SB 1028 relating to public employmee retirement, LC 9 will be SB 1029 relating to judges’ retirement, and LC 10 will be SB 1030 relating to retirement of members of the Legislative Assembly (EXHIBITS B – E).
