Acknowledges that no one has signed up to testify on either bill.  Comments on need for employers and employees to come to an agreement on new retirement system.

Advises members there are no amendments to the bill.  States that it is his intention to pass the bill out and clarify for the record that it does not involve interest earnings after December 1991 when the money was deposited in the account because nobody else has received interest earnings; adding interest earnings would create an inequity for judges.  States that the earnings to be paid are earnings prior to December 31, 1991.
