Discussed background, costs, demonstrated of mail certification process which is required for recording a single warrant for the collection of delinquent personal property taxes.  Described U.S. Post Office process which provides for a spreadsheet and digital copy upon request.  Washington County calculated savings of $1 per letter in processing.
