OPENED WORK SESSION ON SB 550-A

005	Chair Shetterly	Described SB 550-A with -19 (Exhibit 1) and -20 (Exhibit 2) amendments as an amalgam of SB 550 and SB 819 incorporating amendments heard in earlier work sessions.
009	Steve Meyer	Provided background and description of SB 550A. Described Revenue Impact SB 550-A20, (Exhibit 3).
017	Meyer	Described High Cost Disabilities Grant.
020	Meyer	Described formula for grants for districts with high transportation costs per student.
036	Meyer	Defined Small School District Supplement Fund to provide grants to small districts with small high schools.
044	Meyer	Discussed local option tax revenue excluded from school local revenue in the school equalization formula.
054	Meyer	Described the additional weighting assigned students from a small high school when high schools merge.
060	Meyer	Described intent that High Cost Disabilities Grant will replace the Out-of-State Disabilities Placement Education Fund. This fund sunsets in two years, indicated there is no provision for reinstating the Out-of-State Disabilities Fund automatically if it is not renewed.
069	Meyer	Described provision to allow state school fund dollars payments to a bond service account for repayment of bonds sold to finance a school on an Indian reservation. The bill declares an emergency and provisions take effect on passage.
080	Meyer	The language in the -19 amendments, not included in the -20 amendments, deals with Portland and refinancing of gap bonds; allows refinancing of gap bonds without having these taxes count as local revenue; 2005-06 reduces statutory permanent rate.
091	Chair Shetterly	That’s the difference between the -19 and -20’s?

093	Hunt	Suggested the Committee adopt the -19 amendments and add Sections 35 and 36 from the -20 amendment. The amendments in Section 35 relate to the Indian elementary school bonding.
100	Chair Shetterly	That gets us to a complete bill if the -19 amendments, and Sections 35 and 36 from the -20 amendments are adopted?
107	Rep. Barnhart	These are all issues addressed in public hearings before and are now in one package?
110	Chair Shetterly	Answered affirmatively. There is nothing new in these amendments that the Committee has not dealt with already as discrete amendments or part of SB 550 or SB 819, is that correct?
112	Meyer	Answered affirmatively.
113	Chair Shetterly	That was my intention.

124	Rep. Verger	MOTION: MOVED SB 550 AS AMENDED TO THE HOUSE FLOOR WITH A DO PASS RECOMMENDATION. ROLL CALL: MOTION PASSED 8-1-0 REPRESENTATIVES VOTING AYE: Barnhart, Berger, Farr, Hass, Hopson, Scott, Verger, Chair Shetterly. VOTING NO: Williams. Rep. Hopson will carry the bill.
