Comments there were some omissions in the drafting request to Legislative Counsel and the forthcoming amendments are on advice from their attorney general.  Notes that the bill has subsequent referral to Ways and Means.  Advocates for the most expeditious way to get the measure through the legislative process.

District 52.  Testifies in support of HB 3601.  Comments that Congress passed the Soldier and Sailors Civil Relief Act to cover the National Guard last fall, but they did not include state service.  Explains this bill is for in-state service by National Guard members.

Col. Mike Caldwell

Deputy Director, Oregon Military Department.  Testifies in support of HB 3601.  Stats that HB 3601 takes a large step in closing the holes in the federal legislation.  Comments on the federal legislation.  HB 3601 tries to protect those who are called into service by the Governor for more than 30 days.  Gives examples of forest fires last fall.

Explains they are working on amendments to HB 3601.
