Oregon Health and Science University (OHSU) Legal Counsel.  Reads a prepared statement in support of non-disclosure of certain personal information (EXHIBIT C).

Comments that she is aware of the importance of the research being done at the primate center and how valuable it is to medicine in general and to the public.

Asks why the amendment excludes those who conduct research on rodents.

 

Phillips

Responds that the vast majority, 99 percent, of medical research involving animals is done on rodents.  And ninety-nine percent of activists are adverse to the one percent of research using primates, companion animals, and farm animals; the amendments are trying to protect the safety of the people working with these animals.

 

Chair Doyle

Asks if there is any reason to protect the other people working in research.

 

Phillips

Responds that she cannot say those who work with rodents are completely immune from animal extremists' activities.  The extremists lump all animal research together as a bad thing.  The vast majority of activity by the activists is directed to primate, companion animals, and farm animal research.

Notes that the bill does not have an emergency clause and suggests there should be one.

 

Chair Doyle

Responds that the emergency clause can be added on the Senate side.

 

Phillips

Responds they would welcome an emergency clause on the measure.

 

Rep. Backlund

Suggests the committee could do a conceptual amendment.

 

Chair Doyle

States that the Senate can make the amendment instead of having a conceptual amendment.

Tom Gallagher

Oregon Newspaper Publishers.  States they have no objection to the bill.  Believes the case OHSU has presented is entirely prudent.  Does not believe it serves the public well to put exceptions like this in the public records law in the long term.  Adds that he can understand doing this on a temporary basis.  States that he will be working with OHSU to solve the problem or find a way more suited to protecting public records than criminal activity.  They do not oppose the bill now but reserve the right to come back to find a better way to fix the issue.
