Testifies in support of SJM 5.
Submits information on the Apple Initiative, Action Plan for Public
Lands and Education (EXHIBIT C). States this proposal came from her position
as Vice-Chair of the Council of State Governments (CSG) West. States that a number of states are
considering the initiative. Comments
on education funding in the western states and the amount of land in Oregon
that is owned by the U. S. Government.
States that Oregon loses $782 million in one-time revenue and $627
million in on-going revenue on an annual basis. SJM 5 asks for just compensation for Oregon from the federal
government and for an expedited land exchange process for land not intended
for wilderness designation. |

Asks if 52 percent of Oregon land is not taxed. |

Sen. Brown |
Responds that is the information they have from
CSG-West. Refers to page 26 (EXHIBIT A) and notes the impact of
federal lands adjacent to private lands.
Adds that they have raised this issue with the Oregon Congressional
delegation and that it is important that Oregon is working with the other
western states. |

Comments he is aware of the checkerboard effect in
his area and that no value is being realized from the federal lands. |

Sen. Brown |
Adds that she also believes the last fire season was
due in part to the checkerboard effect and inability of the Forest Service
and other federal agencies to be able to manage some of the lands properly. |

Rep. Barnhart |
Asks if forest management of the lands by private or
even closer public owners would improve forest management, rather than have
it run out of Washington, D. C. |

Rep. Brown |
Comments that the question is beyond her management
skills and believes her husband would say yes. |
