004	Chair Doyle	Calls meeting to order at 1:32 p.m. and announces that the work sessions HB 3611 and HJR 54 are being delayed pending the receipt of additional amendments.
014	Chair Doyle	Opens a public hearing on SJM 6.
SJM 6 – PUBLIC HEARING
015	Jon Mangis	Director, Oregon Department of Veterans Affairs. Testifies in support of SJM 6. Explains current state authority to issue loans. States they have been working on changes to the federal tax code along with five other states that have authority to issue a qualified veteran mortgage bond. Without the federal change they cannot issue loans to veterans who have served since 1976.
055	Rep. Barnhart	States he is a strong supporter of the memorial. Asks if the National Guard is included for purposes of this loan program.
	Mangis	Responds, yes and no. Explains when National Guard members are eligible. Explains who would qualify without having served 210 days.
075	Rep. Barnhart	Asks if there is opposition in Congress.
	Mangis	Responds that opposition usually comes from the Joint Committee on Taxation. Explains the argument is on the basis that the Treasury looses revenue. Comments on limited clout of the five states in getting changes made to the tax code.
126	Walter Crews	Oregon State Legislative Director, Non Commissioned Officers Association. Testifies in support of SJM 6. States that the United Veterans Groups of Oregon also supports this measure.
	Chair Doyle	Closes the public hearing and opens a work session on SJM 6.
SJM 6 – WORK SESSION
141	Rep. Flores	MOTION: Moves SJM 6 be sent to the floor with a BE ADOPTED recommendation.
145	Rep. Backlund	Comments he is happy to vote for this measure.
147		VOTE: 7-0-0 AYE: In a roll call vote, all members present vote Aye.
	Chair Doyle	The motion CARRIES. REP. FLORES will lead discussion on the floor.
153	Chair Doyle	Closes the work session on SJM 6 and explains that HB 3611 will be rescheduled for Friday and explains that the committee will not meet on Thursday afternoon.
165	Chair Doyle	Adjourns meeting at 1:44 p.m.
