Affairs. Testifies in support of SJM
6. Explains current state authority
to issue loans. States they have been
working on changes to the federal tax code along with five other states that have
authority to issue a qualified veteran mortgage bond. Without the federal change they cannot
issue loans to veterans who have served since 1976. |

memorial. Asks if the National Guard
is included for purposes of this loan program. |

Responds, yes and no. Explains when National Guard members are eligible. Explains who would qualify without having

the argument is on the basis that the Treasury looses revenue. Comments on limited clout of the five
