010	Rep. Dave Hunt	House District 40. Offers testimony in support of HB 3582, and introduces the proposed -1 amendments (EXHIBIT A).
040	Rep. Dingfelder	Asks about the funding in the bill.
045	Rep. Hunt	Comments on the current funding methods.
055	Rep. Dingfelder	Clarifies that the League of Oregon Cities is in support of the bill with the -1 amendments.
060	Rep. Hunt	Explains that he does not know of any opposition to the bill, and further discusses the compromise of the -1 amendments.
065	Rep. Mabrey	Clarifies specific language in the bill, which would require the Association of Oregon Counties, a non governmental entity, to participate on the work group.
075	Rep. Hunt	Offers an explanation for the wording in question.
085	Bill Penhollow	Association of Oregon Counties. Offers testimony regarding HB 3582, with support for the -1 amendments. Points out that, while this is a mandate on local governments, this should not set a precedence for mandating the AOC.

140	Rep. Mabrey	MOTION: Moves to ADOPT HB 3582-1 amendments dated 05/21/03.

145	Rep. Mabrey	MOTION: Moves HB 3582 to the floor with a DO PASS AS AMENDED recommendation and the SUBSEQUENT REFERRAL to the committee on Ways and Means BE RESCINDED.

175	Rep. Greenlick	MOTION: Moves SB 180A with a DO PASS recommendation and BE REFERRED to the committee on Ways and Means by prior reference.
180	Rep. Zauner	Expresses his concern whether all the counties would be affected.
