SB 291A WORK SESSION
		MOTION: Moves to SUSPEND the rules for the purpose of reconsideration of the vote on SB 291A-8 amendments, (EXHBIT A).
018		VOTE: 5-0
	Chair Shields	Hearing no objection, declares the motion CARRIED.
021	Chair Shields	Notes that there are two conceptual amendments to the –A8 amendments.
023	Callens	Reviews the grammar change on page 1, line 10. After “2003 Act” add a comma and delete the “and” so it is clear it is a series.
037	Callens	Reviews the grammar change on page 1, line 22. Change “The local government” to “The local governing body or its designee”
040	Chair Shields	Explains that these changes create consistency throughout the amendment.
042	Rep. Kropf	Compliments Chair Shields on his correspondence and thoroughness of research provided.
048	Rep. Beyer	MOTION: Moves to ADOPT SB 291A-8 amendments dated 07/01/03 and that the measure be CONCEPTUALLY AMENDED on page 1, line 10, by inserting a comma after "2003 Act" and deleting the "and" AND further amend page 1, line 22, by changing "government" to “governing body or its designee".

065	Rep. Kropf	MOTION: Moves SB 291A to the floor with the recommendation that the Senate CONCUR in House amendments dated 05/07/03 and that the bill be FURTHER AMENDED and REPASSED.
067	Sen. Ferrioli	Joins Rep. Kropf in commending Chair Shields on the due diligence work and requests that his letter and the Wasco County record be submitted for the legislative record, (EXHIBIT B).
078	Chair Shields	Recognizes Brian Shipley and Art Schlack for their work in providing this information.
