003	Chair Atkinson	Calls the conference committee to order at 9:34 a.m. and opens the work session on SB 516C.
011	Chair Atkinson	Opens public hearing and calls invited testimony.
SB 516C PUBLIC HEARING
016	Randy Tucker	100 Friends of Oregon. Supports SB 516-C13 amendments, (EXHIBIT A). States there were technical changes to the definition of rezone under the Metro section and sections of the bill were reordered for the purpose of to reading logically.
035	Tucker	States that the language concerning notices is where 1000 Friends and Oregonians in Action did not agree. Refers to (EXHIBIT A), page 2, line 7 as an example of the change in language and explains the purpose of the change.
060	Tucker	Refers to (EXHBIT A) page 3, lines 7-12 is where the definition of rezone has been added.
068	Harlan Levy	Staff Attorney, Oregon Association of Realtors. Expresses that all interest groups should be in support. Explains that Dave Hunnicutt of Oregonians in Action who has not reviewed this agreement yet but speaking on his behalf an agreement has been reached.
080	Levy	Explains that on page 2, line 24 of (EXHIBIT A) there was request to strike modify the phrase “to the owner”. Requests that “mailed to the owner” be deleted and insert the word “provided”. Explains the reason for the change and states the original intention of SB 516.
100	Levy	Continues that Mr. Hunnicutt also requested an additional change to the language regarding Metro, to add “directly or indirectly” to page 3, line 29 and on page 4, line 10.
121	Chair Atkinson	Is there any question of anyone not being on board.
124	Tucker	Responds that he has not personally spoke to all local government stakeholders but he has no reason to believe there is not agreement.
127	Levy	Responds that it is his hope that there is agreement and assures the committee that they have gone the extra mile to get that agreement.
146	Art Schlack	Association of Oregon Counties. States support for (EXHIBIT A) with the indicated change on page 2, line 24, striking “mail to the owner” and insert “provided”.
154	Chair Atkinson	Closes the public hearing on SB 516C and opens the work session on SB 516C.

158	Sen. Metsger	MOTION: Moves to SUSPEND the rules for the purpose of conceptually amending SB 516-C13 amendments dated 7/16/03.

	Chair Atkinson	Hearing no objection, declares the motion CARRIED.
164	Sen. Metsger	MOTION: Moves to FURTHER AMENDED SB 516C-13 amendments dated 07/13/03 on page 2, line 24, by deleting "mailed to the owner" and inserting “provided”.
