Explains SB 874 which exempts wind turbines from property taxation. Exhibit 10. Points out that there is an identical bill in the house and that it might have to start there for revenue reasons. Discusses revenue and fiscal impacts.

Gives the reasoning behind the bill and discusses similar incentives in other states. States that counsel has advised them to start the bill in the house because it raises revenue. Testifies in support of SB 874 because it would create incentives to develop alternative energy sources.

Discusses other bills working towards a statewide policy to create incentives for development of wind generation.
