080	Richard Yates	Explains SB 720 which establishes the community college capital construction account within the general fund and authorizes sale of bonds. Exhibits 4-6.
121	Andrea Henderson	Gives background on the Oregon Community College capital construction package. Exhibit 8, slides 1-8. Explains proposed amendments. Exhibit 7.
211	Rick Levine	Discusses new campus projects at community colleges around the state. Exhibit 8, slides 9-10.
294	Sen. Deckert	Asks how much money they tried to bond for in the last general election.
296	Levine	Responds that they tried to bond for the entire amount.
315	Sen. Deckert	Asks if the state is sending a message to the public that they will be rewarded regardless of whether they vote to increase taxes or not.
330	Sen. Hannon	Points out that it would be rewarding the people who voted yes because they will pay for the local share of the projects.

OPENS PUBLIC HEARING ON SB 874

230	Mazen Malik	Explains SB 874 which exempts wind turbines from property taxation. Exhibit 10. Points out that there is an identical bill in the house and that it might have to start there for revenue reasons. Discusses revenue and fiscal impacts.
330	Richard Kosesan	Gives the reasoning behind the bill and discusses similar incentives in other states. States that counsel has advised them to start the bill in the house because it raises revenue. Testifies in support of SB 874 because it would create incentives to develop alternative energy sources.
401	Sen. Deckert	Discusses other bills working towards a statewide policy to create incentives for development of wind generation. Discussion follows.
