District 2.  Testifies in support of SJM 2, which urges federal agencies to adopt certain policies regarding fire-fighting priorities.  Discusses the urgency for priority changes for firefighting officials:

  • Federal fire management priorities
  • Restoring smoke jumpers
  • Restoring forests
  • Salvaging timber

Recommends immediate passage of the amendment.

District 17.  Testifies in support of SJR 4, which proposes amendment to Oregon Constitution to authorize Legislative Assembly by law to prescribe game procedures and procedures for operation of State Lottery.  Submits proposed -1 amendments dated 2-24-03 (EXHIBIT C).  Explains resolution for the legislature to have oversight over the Lottery.

Director of Oregon Lottery.  Testifies in support of SJR 4 and explains if this is the direction the legislature wants to go she would be willing to work with the chairs or anyone to amend and move the bill forward.

Asks for clarification on the percentage of how much revenue goes back to the people who play the game.

States administration uses four percent, and the rest is in the form of prizes and the remainder goes back to the economic development fund.
