District 8.  Testifies in support of SM 2, which urges Congress to waive federal matching funds requirements fpor programs that require certain level of state funding to receive federal funds.  Offers information on the need for Congress to suspend the rules and change the requirements for Federal General Funds and to return a portion of the matching fund monies.

District 28.  Testifies in support of SJR 26 and offers information regarding revenue sources and submits a plan called the Oregon Stability Fund and continues to describe.
