005	Co-chair Clarno	Opens committee meeting at 3:13 p.m. and opens a public hearing on SM 2.
SM 2 – PUBLIC HEARING
009	Sen. Frank Morse	District 8. Testifies in support of SM 2, which urges Congress to waive federal matching funds requirements fpor programs that require certain level of state funding to receive federal funds. Offers information on the need for Congress to suspend the rules and change the requirements for Federal General Funds and to return a portion of the matching fund monies.
044	Co-chair Clarno	Agrees the bill is fine the way it is.
051	Sen. Corcoran	Points out to the committee that it is our responsibility and we need to focus on building the funds to be matched.
083	Sen. Clarno	States this is a frustrating situation.
085	Sen. Morse	Points out we need to take care of ourselves but need to reflect on the federal policies.
100	Sen. Corcoran	Comments on other reasons we are in the situation we are in.
123	Co-chair Clarno	Closes public hearing on SM 2 and opens a public hearing on SJR 26.
SJR 26 – PUBLIC HEARING
124	Jim Stembridge	Committee Administrator. Summarizes SJR 26, which proposes amendment to Oregon Constitution to require two percent of General Fund be retained, unexpended, in General Fund.
135	Sen. Steve Harper	District 28. Testifies in support of SJR 26 and offers information regarding revenue sources and submits a plan called the Oregon Stability Fund and continues to describe.
216	Sen. Atkinson	Asks when would the kicker be suspended.
220	Sen. Harper	Answers until the fund is full with six months reserve.
223	Co-chair Clarno	Ask for clarification of amount.
231	Sen. Harper	Answers to the moving amount.
238	Sen. Atkinson	Asks if the fund was depleted would it automatically start over.
239	Sen. Harper	States no it is not automatic the bill would have to be revisited.
240	Sen. Burdick	Asks when the kicker starts, if the fund is full, would the proceeds then go into a common school fund.
243	Sen. Harper	States then the kicker reverts back and is refunded to the taxpayers.
245	Sen. Burdick	Asks how he determined four percent
250	Sen. Harper	Explains the percentage figure was based on a number of things and seemed like a reasonable number.
259	Sen. Burdick	States the rate of interest for schools is about eight percent.
275	Sen. Harper	Clarifies the data used to come to this percentage rate.
315	Sen. Burdick	Commends Sen. Harper in introducing a rainy day fund.
330	Sen. Harper	States the need to build a savings account in hopes to not leave the next session without.
364	Sen. Burdick	States the income tax system could become more stable with a savings account.
370	Sen. Harper	Points out whatever is done the state is in need of a savings account but we are going to be very volatile in 2004.

430	Sen. Gordly	District 23. Testifies in support of SCR 4 and offers information on the life of Ruth Ascher.
