012	Rep. P. Smith	Offers testimony in favor of HCR 9 and describes Rep. Paul Walden and recalls him having the voice of a radio announcer and notes he is well known for using his humor on the House floor. Continues to add she would be honored to support this resolution (EXHIBIT A and B).

344	Paul Snyder	Association of Oregon Counties. Testifies in opposition to HB 2763 and states neutrality on the – 1 amendments. Explains the fees are to be applied to city candidates, special districts and school districts
338	Chair Brown	Asks for the reason they are in opposition of HB 2763.
342	Snyder	Responds their position is based on costs.
373	Hasina Squires	Oregon Special Districts Association. Explains the distribution of the funds received from the voter’s pamphlets.
390	Sen. Atkinson	Asks if the County Clerks are against this bill.
392	Squires	Responds they testified that they were neutral.
403	Fred Neal	Secretary of States Office, Election Division. Explains they were opposed to the bill as it went through the House but since the amendments were proposed they have become neutral.
444	Sen. Burdick	Asks if they have this authority now.
447	Neal	Answers they have authority now to adopt county voter pamphlet fees and states these amendments will rule out the past rule.

060	Charlie Stone	State Forester, Department of Forestry. Defers to Richard Whitman.
060	Richard Whitman	Oregon Department of Justice. Testifies in favor of HB 3264A with the -4 amendments. States the amendments are regarding forestry approvals and regulations to their practice plans.
127	Stone	Indicates not all rules fit the situation so there has always been a concept to propose alternate ways to achieve the same goals.
130	Whitman	Explains further what the new language will do.
140	Stembridge	Points out the amendments do not reference the original bill.
143	Whitman	Continues to explain procedures for notification and appeals.
257	Stone	Notes the rules allow the process by law and removes the approval of the state forester.
267	Chair Brown	Closes the work session on HB 3264 and notes this bill and HB 2763 will be set over for Thursday, May 22, 2003. Adjourns the committee meeting at 3:59 p.m.
