011	Sen. Clarno	MOTION: Moves legislative concepts 1 through 3, presented by staff, BE APPROVED FOR DRAFTING by Legislative Counsel and BE INTRODUCED as committee bills.

	Co-chair Brown	Hearing no objection, declares the motion CARRIED.
018	Sen. Brown	Closes the work session on legislative concepts and opens a work session on SB 906.

020	Jan McComb	Committee Administrator. Provides an overview of SB 906 with -4 amendments. Presents -4 amendments dated 7/11/03 and -2 amendments dated 7/8/03 (EXHIBITS B, C).
035	Shawn Miller	Associated Builders and Contractors. Provides an explanation of the -4 amendments.
050	Sen. Clarno	MOTION: Moves to ADOPT SB 906-4 amendments dated 7/11/03.
055		VOTE: 5-0 EXCUSED: 1 - Sen. Beyer
	Co-chair Brown	Hearing no objection, declares the motion CARRIED.
070	Sen. Atkinson	Discusses mechanical engineers. Notes this is a consensus bill and ask to take that issue and see if it can be worked out.
085	Sen. Atkinson	Clarifies it was stated last week that the Building Codes Division has the authority to address the -1 amendments on inspection of row houses. Asks what the plans are to resolve the situation.
088	Mark Long	Administrator, Building Codes Division. Responds that is correct. Comments a discussion has already began. Feels comfort in being able to reach agreement on issue raised with time provided.
100	Co-chair Brown	Recesses meeting at 1:45 PM.
