District 30.  Discusses SB 928 and -2 amendments.  Explains concerns of realtors and cattlemen over the original measure.

Continues.  Describes work of interested parties to come to agreement.  Describes concerns of landowners expressed during the process.  Explains the effective date is January 2004, to allow landowners, recreational users, law enforcement personnel and emergency services personnel to create a framework for a recreation management plan before access is granted.
