004	Chair Ferrioli	Calls the meeting to order at 3:10 p.m. and opens a public hearing on SB 667.
SB 667 – PUBLIC HEARING
020	Sen. Kurt Schrader	District 20. Provides testimony in support of SB 667. Believes that the fireworks business should be allowed to be located on farm land.
070	Rep. Wayne Scott	District 39. Provides testimony in support of SB 667. States that the fireworks business should be allowed to remain on land zoned for exclusive farm use.
095	John DiLorenzo	Western Fireworks. Provides testimony in support of SB 667 (EXHIBIT A). Believes that the fireworks business should be permitted to operate on land zoned exclusive farm use because locating it in an industrial zone or any other type of zone other than exclusive farm use poses not only a safety risk but would constitute a waste of industrial land. Suggests amendments that would allow the use to be a conditional use and limits the use to fireworks business that have been in continuous use at their present location since 1986.
140	Chair Ferrioli	Asks if those amendments account for the entire population of the subset of described businesses located in Oregon that have been continuously in business since 1986.
142	DiLorenzo	Affirms.
145	Chair Ferrioli	Reiterates that Clackamas County has no other options without SB 667.
151	DiLorenzo	Affirms and states that Clackamas County as approved the amendments to the bill. Closes public hearing and opens a work session on SB 667.

183	Sen. Ringo	MOTION: Moves to ADOPT SB 667-1 amendments dated 3/10/03.
