ADOPTION OF COMMITTEE RULES – ORGANIZATIONAL MEETING
060	Rep. March	MOTION:  Moves to ADOPT the proposed Committee Rules (EXHIBIT A).
059	Rep. Greenlick	Asks for an explanation of the proposed rules relating to minority reports.
065	Cletus Moore	Administrator.  Explains that a member must give notice of a minority report by 5:00 pm on the day of the meeting or by the end of the meeting if the meeting is held after 5:00 pm, and that the members of the minority report have 48 hours to submit their report and amendments to the committee.
072		VOTE:  7-0-0 AYE:            In a roll call vote, all members present vote Aye.
	Chair Kitts	The motion CARRIES.
077	Chair Kitts	Opens a work session for the purpose of introduction of committee measures.
INTRODUCTION OF COMMITTEE MEASURES – WORK SESSION
077	Chair Kitts	Explains the introduction process for LC 929 (EXHIBIT B) and LC 1731 (EXHIBIT C).  States that LC 929 creates a licensing system for landscape maintenance businesses and landscape maintenance contractors.
	Cletus Moore	Administrator.  Explains the provisions of LC 929 (EXHIBIT B).
083	Rep. Holvey	Asks if a youngster mowing lawns on the weekend would have to be licensed.
	Moore	Explains he is not prepared to answer the question.
	Chair Kitts	Advises that the committee will discussed the merits of the bill at a later time.
	Rep. March	Comments that he would want more information about the bill and normally would vote against the bill but will vote to introduce it.
114	Rep. Greenlick	MOTION:  Moves LC 929 (EXHIBIT B) BE INTRODUCED as a committee bill.
