Committee Administrator.  Explains HB 2741B.

Hertz.  Submits written testimony in support of HB 2741B (EXHIBIT A).   Addresses the concern about the negative impact on revenue.  States that he has talked to representatives about the issues surrounding the naye vote on the House floor.  Refers to page two (EXHIBIT A)  and talks about how Hertz will buy new plates, which will result in a one time revenue increase of $93,800.

Asks what the long term revenue impact will be.

Believes that the revenue impact will be zero.  Adds that the revenue impact is only due to the timing, because the purchasing of some license plates would be postponed under HB 2741B.

Adds that the legislature should have more revenue impacts that go from a decrease to an increase.

Car and Truck Rental and Leasing Association of Oregon.  Speaks in support of HB 2741B.

MOTION:  Moves HB 2741B to the floor with the recommendation that the Senate CONCUR in Senate amendments dated 05/02/05 and REPASS the Measure.
