Gives overview of SB 23 and SB 23-1 Amendments (EXHIBIT 2). Amendments fix language about bonding with Oregon Municipal Debt Advisory Commission Bill was heard originally Feb. 8. Amendments contained in SB 23-1 substitute for language in SB 28 regarding percentage of debt limits.
