Gives overview of House Joint Memorial 1-A. Urges Congress to reauthorize the Secure Rural Schools and Community Self-Determination Act of 2000 for an additional 10 years. See Staff Measure Summary (EXHIBIT 1).

Dave Barrows

Testifies if favor of memorial. Association of O&C Counties is the primary requester of the memorial. It will sunset in September 2006. Urges committee to continue this program.

Testifies in favor of HJM 1-A. Oregon receives over one half billion dollars from this legislation. Hopes bill will lead to sustainable forest practices and boost Oregon’s economy.

Rural counties and schools will suffer immensely if this program is not renewed.

Concurs. Notes, this program is already in place. Oregon gets 54% of the money that is paid nationally.

Gives overview of SB 23 and SB 23-1 Amendments (EXHIBIT 2). Amendments fix language about bonding with Oregon Municipal Debt Advisory Commission Bill was heard originally Feb. 8. Amendments contained in SB 23-1 substitute for language in SB 28 regarding percentage of debt limits.

Testifies in favor of SB 23. Amendments are technical corrections that deal with word changes. The word “borrowing” replaces “obligation”. New section 33 at the end replaces proposed language contained in SB 28.

Notes change to Property Taxing Authority associated with general obligation bonds. Timing issue. Tax is dedicated by constitution, can only be used to pay general obligation bonds.
