Portland's Elks Temple on SW Alder and SW 11th was under consideration for remodeling as a state office building in 1937. This 1924 picture was modified to show the configuration of the building, including rooms for cards and billiards. The Board of Control oversaw the construction and maintenance of numerous state buildings.
