QUALIFICATIONS FOR REGISTRATION

Landscape Architect in Training (LAIT)

(1) An LAIT may only engage in the practice of landscape architecture under the direct supervision of a Registered Landscape Architect (RLA).

(2) A candidate who has successfully completed two or more sections of the LARE and is working toward registration as a Landscape Architect is qualified to register with the Board as a Landscape Architect in Training (LAIT).

(3) The initial LAIT registration application must include a validation of supervision of the LAIT by the supervising RLA.

(4) An LAIT registration must be renewed annually. An LAIT registration may only be renewed if the LAIT renewal form is signed by the RLA supervising the LAIT that is working toward registration as a Landscape Architect.

Initial Landscape Architect Registration not by Reciprocity

(1) An individual may apply for registration as a Landscape Architect.

(2) The application must include the following:

(a) Completed application form for Landscape Architect registration;

(b) Verification of passing all sections of the LARE through;

(A) Exams passed under this Board’s administration and already on file; or

(B) As verified by the administering Board or CLARB Council Record.

(c) An official transcript from an LAAB accredited university in the university sealed envelope;

(d) Verification of three years of work experience under the direct supervision of a registered Landscape Architect which has been accrued after satisfying the education requirements of OAR 804 Division 10 but may have been accrued while sitting for the examination:

(A) Up to two years of the three years of experience may be supervised by a licensed or registered Engineer or Architect;

(e) Application fee;

(f) Annual renewal fee; and

(g) A signed Statement of Understanding which confirms that the applicant has read and understands the Oregon Revised Statutes and the Oregon Administrative Rules that govern the practice of Landscape Architecture.

(3) Upon acceptance by the Board, the applicant is required to complete an Oral Exam.

(4) The initial date of registration shall be the date of the meeting during which the applicant completed an Oral Exam or the date of the meeting during which the Board approves the application for registration, whichever comes later.

Landscape Architect Registration by Reciprocity

(1) Any person not registered as a Landscape Architect in Oregon, but who currently holds a license or certificate to practice as a Landscape Architect in another state or territory, may file an application for registration by reciprocity under ORS 671.345.

(2) An application must include the following:

(a) A current Council of Landscape Architectural Registration Boards (CLARB) Council Record to aid the board in determining the applicant's qualifications or the alternative documentation listed under (3);

(A) Information presented on the CLARB Council Record is subject to verification by the Board.

(b) A Board application form;

(c) An application fee;

(d) Annual registration fee; and

(e) Statement of Understanding stating that the applicant has read and understands the Oregon Landscape Architect Law and the Oregon Administrative Rules governing the practice of Landscape Architecture.

(3) In lieu of the CLARB Council Record referred to in (2)(a), the applicant may instead submit the following documentation:

(a) An official transcript from an LAAB accredited university in the university sealed envelope;

(b) Documentation verifying work experience under provision (A) or (B) as follows:

(A) Verification of three years of work experience under the direct supervision of a registered Landscape Architect which has been accrued after satisfying the education requirements of OAR 804 Division 10 but may have been accrued while sitting for the examination;

(i) Up to two years of the three years of experience may be supervised by a licensed or registered Engineer or Architect; or

(B) Verification of a minimum of 10 years of work experience as a Landscape Architect licensed or registered in another U.S. state or territory,

(i) Work experience must be verified through a minimum of three professional references signed by licensed or registered Landscape Architects, Engineers, or Architects and submitted on forms approved by the Board for this use; and

(ii) The application will need to include a resume detailing the work experience.

(c) Proof of passing all sections of the national registration examination for Landscape Architecture;

(d) Identification of the state(s) where examinations were passed; and

(e) Identification of all states in which licensure is currently held.

(4) Registration may be granted after all application materials are approved.

Effective Date of Registration

(1) The initial date of registration for a Landscape Architect applying by exam and experience will be the date of the meeting during which the board approved the application.

(2) The initial date of registration for a Landscape Architect applying by reciprocity will be assigned upon Board approval of the application packet.

(3) The initial date of registration for an LAIT will be the date when the review of the completed application packet is complete.

(4) The initial date of registration will be effective for one calendar year. The registration will be subject to renewal on an annual basis.

(5) Payment of the initial registration fee must be submitted with the application for registration.

(6) A Landscape Architect may petition the board for 'emeritus' status upon retirement from the profession.

(a) An emeritus registrant may no longer practice landscape architecture; and

(b) Is subject to the same re-application process as an inactive registrant in order to resume the practice of landscape architecture; and

(c) Is not subject to continuing education requirements.

Reinstatement of Delinquent Registration

(1) If a delinquent registrant does not renew within five years of being in delinquent status then the delinquent registrant must apply for and qualify as an initial registrant.

(2) If a registrant fails to renew a certificate by the renewal date

(a) No late fee is required if the renewal is completed not later than 30 days after the renewal date; or

(b) A late fee is required if the renewal is completed more than 30 days but not later than 60 days after the renewal date.

(3) Individuals seeking reinstatement after 60 days delinquent but within the five year reinstatement period for a delinquent registrant

(a) Must submit a written request for reinstatement to the Board explaining why the registration renewal was late accompanied by

(b) The PDH log and PDH documentation for each delinquent year as required in OAR 804-025-0015(3);

(c) Must pay all fees required by the Board including any exam fee, renewal fee, and late fee;

(d) Must pass an examination required by the Board; and

(e) May be required to appear before the Board.

(4) Upon satisfying the requirements above, the certificate of registration may be reinstated to an active status.

Inactive Emeritus Status

(1) The Board may grant inactive Emeritus status to any Registered Landscape Architect who, while in good standing,

(a) Makes a request in writing to the board;

(b) Gives up the practice of landscape architecture as defined in ORS 671.310; and

(c) Validates 25 consecutive years of registration as a Landscape Architect which

(A) Includes 10 years of registration in Oregon; and

(B) Validates an active practice in Oregon during the three years prior to initial application for inactive Emeritus status as a Registered Landscape Architect in Oregon.

(2) The Registered Landscape Architect with inactive Emeritus status must submit an annual registration fee.

(3) Per ORS 671.376(4) the person can only register as a Registered Landscape Architect with inactive Emeritus status for a period of five years. If the registrant does not return to active status before the end of that five year period, the registration will lapse and cannot be renewed.

(4) If the Registered Landscape Architect with inactive Emeritus status wishes to resume practicing, active status may be granted within the initial 5 year period following the granting of Emeritus status if the registrant meets all of the requirements for returning to active status.

(5) If the Registered Landscape Architect with inactive Emeritus status wishes to resume practicing after the initial five years of obtaining inactive Emeritus status registration, registration may be granted only upon passing examinations required by the Board, by paying any required examination fees, renewal fees, and late fees, and otherwise meeting the requirements for registration.
