The Administrative Rules Unit of the Oregon State Archives publishes the bound Oregon Administrative Rules Compilation and the on-line Oregon Bulletin. The Oregon Administrative Rules Compilation is an annual print publication containing the complete text of the Oregon administrative rules. It is comprised of 19 volumes and is available to purchase either as a complete set or in individual volumes.
Oregon Administrative Rules Compilation
Law libraries in Oregon typically purchase the full Compilation sets annually to facilitate administrative rule research. This is a convenient way of locating older versions of rules. Attorneys, agencies and others who have an interest in the administrative rules of a particular state agency often buy the volume of the Compilation containing that agency’s rules. These books are valuable for researchers because no previous versions of Oregon administrative rules exist in an electronic format.
The on-line Oregon Bulletin is a monthly publication containing notices of proposed rulemaking and rulemaking hearing, and information on recent permanent and temporary rule filings including full rule text. The Bulletin also publishes Executive Orders of the Governor, Opinions of the Attorney General, DEQ cleanup notices and other non-OAR notices.
The monthly Bulletin supplements the annual Compilation with up-to-date information on upcoming rulemaking actions by state agencies, including information on where, when and how to testify or comment on proposed rule changes.
The Bulletin provides full text of adopted and amended permanent and temporary administrative rules. It also contains a Cumulative Index listing all administrative rules adopted, amended or repealed since publication of the most recent Compilation.
