Duties and Responsibilities: The Office of the Chief Operating Officer (COO) manages statewide initiatives designed to improve state government’s efficiency and effectiveness. These initiatives include the 10-Year Plan for Oregon, County Payments, and Regulatory Streamlining. COO staff also provides support to the Enterprise Leadership Team.

Duties and Responsibilities: The Chief Financial Office prepares the Governor’s Recommended Budget and monitors the development and execution of state agency budgets. The office provides management review services, issues Certificates of Participation to finance capital construction and infrastructure, helps agencies manage about three million acres of public lands and coordinates the state’s bonded debt process. The Chief Financial Office also manages the financial system infrastructure for state government, which includes accounting, payroll and financial reporting.

Duties and Responsibilities: The Chief Human Resource Office is responsible for statewide human resource systems, policies and initiatives; establishes and maintains classification and compensation plans; administers and maintains the central state employee database; and performs PERS reconciliation for all state agencies.

Duties and Responsibilities: The Chief Information Office is Oregon’s enterprise information technology (IT) strategic planning and policy leader and is responsible for development of enterprise technology architecture and standards. Programs include Oregon E-Government, Enterprise Security, Geospatial Information Systems (GIS) and IT Investment and Planning.

Duties and Responsibilities: DAS Business Services provides administrative and operational support to the divisions of the Department of Administrative Services as well as to the Office of the Governor and select commissions and agencies. Duties and Responsibilities: Enterprise Asset Management acquires and maintains space for state agencies. It provides property management, real property transaction services (buy, sell and lease), project management, space planning, real prop­erty sales, building operations and maintenance and landscape maintenance to state agencies. It manages parking and commuter programs for state employees in Salem and Portland.

Duties and Responsibilities: Enterprise Goods and Services oversees Risk Management, Procurement, Surplus Property, Publishing and Distribution and Statewide Fleet. Risk Management provides risk management advice, coverage, claims management and insurance purchasing for state agencies.


Procurement provides statewide buying and procurement services and administers state purchasing and contracting rules. Surplus Property reutilizes and sells surplus government property. Publishing and Distribution provides printing, mail processing and inter-agency delivery services. Statewide Fleet provides statewide fleet management and operates a motor pool in Salem.

Duties and Responsibilities: The Office of Economic Analysis prepares state economic and revenue forecasts and the long-term population and employment forecasts. The office assesses long-term economic and demographic trends, evaluates their implications and conducts special economic and demographic studies. The office also prepares state criminal and juvenile population forecasts and manages the Highway Cost Allocation Study.
