Duties and Responsibilities: The Agricultural Development and Marketing Division promotes Oregon agriculture by developing and expanding world markets for Oregon agricultural products as well as working to expand existing and recruit new agricultural related businesses to the state. It conducts market research and promotional events and serves as a link between buyers and sellers. The division provides legislative oversight of Oregon’s Commodity Commissions, monitoring their activities, contractual obligations and budget development.

Duties and Responsibilities: The Animal Health and Identification Division strives to prevent, control, and, if possible, eradicate livestock diseases harmful to humans and animals; to deter livestock theft by recording brands and inspecting cattle for ownership; to educate ranchers, law enforcement officials, and livestock owners about livestock theft prevention; and to ensure that all commercial livestock feeds meet label statements and are free from adulteration.

Duties and Responsibilities: The Commodity Inspection Division facilitates the movement of Oregon commodities in domestic and international markets through third party inspection and certification. The division provides a self-supporting system of grading agricultural commodities for quality and uniformity; ensures proper labeling of seed and produce; certifies grass seed and straw for export; and protects grain depositors in the event of failure of grain elevators.

Duties and Responsibilities: The Food Safety Division is responsible for ensuring that Oregon consumers have a safe, wholesome and properly labeled food supply. It accomplishes this through inspection, sampling, education and consultation.

Duties and Responsibilities: Laboratory Services provides chemical, microbiological and pesticide residue analytical support to the agency and to other governmental entities. Samples include food, feed, fertilizer, water and environmental samples. Together with the Department of Environmental Quality and the Oregon Health Division, the
laboratory certifies environmental testing labs under the Oregon Environmental Laboratory Accreditation Program (ORELAP). The laboratory also certifies dairy laboratories for the U.S Food and Drug Administration’s Interstate Milk Shippers program. The laboratory participates in Food Innovation Center projects. Additionally, the
laboratory is officially recognized by Japan, Korea and Taiwan to facilitate the certification of U.S. foods prior to export as part of the Export Service
Center program. Seventeen other countries also accept the analytical results from the laboratory in lieu of port testing at the destination country. The Export Service Center program provides analysis and consultation to export companies.

Duties and Responsibilities: The Measurement Standards Division seeks to prevent consumer fraud and ensure fair competition by assuring that goods such as groceries, fuels, and package products are accurately weighed and measured. The division also ensures that motor fuels meet the national standards for quality, and provides official calibration services to users of mass, volume and length standards to Oregon businesses.

Duties and Responsibilities: The Natural Resources Division provides guidance and technical assistance to 45 local soil and water conservation districts as they assist landowners with conservation plans and farming practices; permits confined animal feeding operations to assist them in meeting state and federal water quality laws; manages a smoke management program to assist the grass seed industry with field burning; develops practical
agricultural water quality management plans and rules for Oregon’s priority watersheds; and leases
submerged estuary land for commercial oyster cultivation.

Duties and Responsibilities: The Pesticides Division registers pesticide and fertilizer products for distribution in Oregon; examines, licenses and recertifies individuals who use pesticides; licenses companies that apply pesticides; licenses outlets that sell pesticides; obtains and maintains records of pesticide use; and conducts investigations for compliance with federal and state pesticide laws.

Duties and Responsibilities: Plant Division Programs include exclusion, detection and eradication of exotic weeds and plant pests. Inspection and certification services are available for nursery stock and Christmas trees. Conservation programs protect threatened and endangered native plants. Pesticide Analytical and Response Center

Duties and Responsibilities: By statute, the Pesticide Analytical and Response Center (PARC) is mandated to perform the following activities with regard to pesticide-related incidents in Oregon that have suspected health or environmental effects:
- Collect incident information
- Mobilize expertise for investigations
- Identify trends and patterns of problems
- Make policy or other recommendations for action
- Report results of investigations
- Prepare activity reports for each legislative session
PARC does not have regulatory authority; its primary function is to coordinate investigations and to collect and analyze information about reported incidents. PARC’s member agencies conduct most of the investigations and take any necessary enforcement action(s).

Duties and Responsibilities: The primary function of the state Soil and Water Conservation
Commission is to advise the department on policy and administration of the state’s conservation programs. The commission consists of seven soil and water conservation district directors appointed by the department director. The commission provides assistance to, and represents the interests of,
Oregon’s 45 conservation districts, and coordinates its activities with the Natural Resources Division. Each conservation district is governed by five or seven locally elected officials. Conservation
districts develop and implement local conservation programs to address water quality and other identified natural resources issues by utilizing local, state and federal resources. The commission also works closely with the Oregon Association of
Conservation Districts, the U.S. Department
of Agriculture, and state and federal agencies
with responsibilities relating to natural resource
management.

Duties and Responsibilities: The State Weed Board establishes a list of priority weeds for the state; awards grants for noxious weed control
projects; assists the director in allocating money for weed control efforts; assists in setting priorities for local, state and federal noxious weed control entities; and advises the director on performing weed control duties assigned to the department. The board consists of seven members appointed by the director.
Agricultural Commodity Commissions
Most commodity commissions conduct promotional, educational, production and market research projects. The commissions are authorized by ORS chapters 576, 577 and 578. They are funded by assessments on the producers of the commodities. The director of the State Department of Agriculture appoints the members of all 26 commissions.
