Duties and Responsibilities: The Commissioner’s Office and Program Services Division provides policy direction, resources and accountability to assist the operating units in encouraging compliance and in enforcing wage and hour and civil rights laws and apprenticeship standards. Administrative services include policy development, strategic planning, intergovernmental relations and public information. Business services include budget management, accounting, data processing and human resources. A Hearings Unit convenes administrative law proceedings in contested case hearings for wage and hour, and civil rights determinations. The Technical Assistance for Employers Program provides employers with a telephone information line; pamphlets, handbooks and printed materials; and public or company-based seminars and workshops to keep the business community informed about employment laws.

Duties and Responsibilities: The Apprenticeship and Training Division promotes apprenticeship in a variety of occupations and trades and works with business, labor, government and education to increase training and employment opportunities in apprenticeable occupations. Apprenticeship is occupational training that combines on-the-job experience with classroom training. Industry and employers design and control the training programs and pay apprentices’ wages. The division registers occupational skill standards and agreements between apprentices and employers and works with local apprenticeship committees across the state to ensure that apprenticeship programs provide quality training and equal employment opportunities, particularly for women and minorities in technical and craft occupations.

State Apprenticeship and Training Council

Duties and Responsibilities:The Oregon State Apprenticeship and Training Council has eight members appointed by the governor and confirmed by the Senate. The council sets policy for apprenticeship training and registers individual apprenticeship programs.


Two of the council members are from generally apprenticed occupations that have programs registered with the council, four are from the construction occupations and two are from the public. Members are equally divided among employee representatives and management. The council has statutory authority to oversee apprenticeship committees, programs and policies and to approve apprenticeship committee members.

Duties and Responsibilities: The Civil Rights Division enforces laws granting individuals equal access to jobs, career schools, promotions, and a work environment free from discrimination and harassment. These laws ensure that workers’ jobs are protected when they report worksite safety violations, use family leave or the workers’ compensation system. Civil rights laws also provide protection for those seeking housing or using public facilities such as retail establishments, or transportation.

Duties and Responsibilities: The Wage and Hour Division serves Oregon wage earners by enforcing laws covering state minimum wage and overtime requirements, wage collection, working conditions, child labor, farm and forest labor contracting, and private employment agencies. The division also regulates the employment of workers on public works projects.

Prevailing Wage Advisory Committee

Duties and Responsibilities: The commissioner of the Bureau of Labor and Industries appoints a committee to assist in the administration of prevailing wage rate laws. This committee includes an equal number of management and labor members who are involved in the building and construction industry who work on public works contracts. The commissioner may also appoint other members from the public.

Duties and Responsibilities: The Wage and Hour Commission sets minimum standards for the working conditions of minors and may grant specific exceptions to child labor laws. The governor appoints the three members of this commission to four-year terms. The commissioner of the Bureau of Labor and Industries acts as executive officer of the commission.
