Construction Contractors Board: Present Duties

The Construction Contractors Board was created in 1971 and was originally called the Builders Board. The agency protects the public’s interest with regards to improvements to real property by licensing and regulating construction contractors, and educating contractors and homeowners on best practices to prevent and resolve construction contracting problems.

The board administers the Oregon Construction Contractors Licensing Act that provides for licensing of all residential and commercial construction contractors and subcontractors, investigation and adjudication of complaints filed against licensees, and assessment of civil penalties against contractors who are not licensed or who violate laws.

The board tests applicants on the Oregon Contractors Reference Manual which includes information on construction laws and business practices. The board also tests and certifies home inspectors.

The board engages in outreach activities aimed at educating homeowners on steps they can take to have a successful construction project and providing information designed to reinforce the agency’s key consumer protection messages.
