Present Duties
The Employment Relations Board was established in 1977. It consists of three members appointed by the governor for four-year terms. The board administers the Public Employee Collective Bargaining Act, which covers collective bargaining in state and local government; the State Personnel Relations Law, which creates appeal rights for non-union state employees who believe they were treated unfairly in the workplace; and the private sector labor-management relations law, which concerns collective bargaining for private sector employees not covered by federal law.
The Board’s Conciliation Service Office provides mediation services for solving collective bargaining disputes in public and private employment and provides lists of arbitrators for the resolution of labor disputes.
