Present Duties
The Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS) regulates the practices of engineering, land surveying and photogrammetry in the state in order to safeguard the life, health and property of the public. OSBEELS accomplishes this by setting standards of qualification for licensure, ensuring only individuals fully qualified by education, experience and examination are granted license to practice engineering, land surveying and photogrammetry in Oregon. The board ensures that licensed practitioners maintain competency, reviews relevant laws and rules and promulgates revisions, enforces regulatory laws and rules by investigating complaints related to violations, and disseminates information about board goals and activities to licensees and the public.
OSBEELS was established in 1919. In 1999, it transitioned to semi-independent status, making the board solely accountable for its performance. There are no tax dollars or general funds used towards the operation of OSBEELS. Activities are supported entirely by fees received from applicants and licensed professionals. OSBEELS currently regulates more than 13,000 licensed professionals in Oregon and is directed by an 11-member board appointed by the governor.
