Duties and Responsibilities: The Senior Health Insurance Benefits Assistance (SHIBA) program uses trained staff and volunteers to help people with Medicare make health insurance decisions. Volunteers are available in most counties throughout Oregon to assist beneficiaries and their family members understand Medicare benefits, choose a supplemental insurance policy, and enroll in a prescription drug benefit. SHIBA counseling services are free of charge
