State Land Board
Statutory Authority: ORS 273.031

Duties and Responsibilities: The State Land Board is composed of the secretary of state and the state treasurer and is chaired by the governor. Under constitutional and statutory guidelines, the board is responsible for managing the assets of the Common School Fund (land and money) and has additional duties assigned by the Legislature.

The Common School Fund was established as a constitutional trust when Oregon was admitted to The Union on February 14, 1859. At that time, the federal government granted to the state the 16th and 36th sections of every township, or other lands “in lieu” of these sections, to support Oregon’s public schools.

Duties and Responsibilities: Established in 1974, the South Slough National Estuarine Research Reserve was the first created under the 1972 federal Coastal Zone Management Act. The reserve is a 5,000 acre natural area located in the Coos estuary on Oregon’s south coast. Under policy guidance from the Department of State Lands, the reserve is managed through a cooperative agreement between the state and federal governments, with the goal of improving understanding and stewardship of Pacific Northwest estuaries and coastal watersheds through programs focused on scientific research, education and interpretive facilities. A nine-member South Slough National Estuarine Research Reserve Management Commission, appointed by the governor, provides management oversight. The director of the Department of State Lands chairs the commission.
