Oregon Health Policy Board

Duties and Responsibilities: The nine-member Oregon Health Policy Board (OHPB) is the policy-making and oversight body for the Oregon Health Authority. The board is committed to providing access to quality, affordable health care for all Oregonians and to improving population health. OHPB was established through House Bill 2009, signed by the governor in June 2009. Board members are nominated by the governor and must be confirmed by the Senate. Board members serve a four-year term of office. The board is responsible for implementing the health care reform provisions of ORS Chapter 413.
Addictions and Mental Health Division

Duties and Responsibilities: The Addictions and Mental Health Division is responsible for delivering services that prevent and treat mental illness and addiction. Services for alcohol, tobacco, other drug addictions, and problem gambling are delivered locally to adults and children through community mental health programs, contracted providers, and state-operated psychiatric facilities. About 20,000 Oregonians receive these services each month.
The state hospital system operates two facilities with the capacity to serve a total of 794 Oregonians. Services are provided 24 hours a day, seven days a week. Oregon State Hospital has 620 beds on the Salem campus and will have 174 in the new Junction City facility. Blue Mountain Recovery Center in Pendleton was closed in 2014.
Health Licensing Office

Duties and Responsibilities: The Health Licensing Office (HLO) is a state consumer protection office providing centralized regulatory oversight for multiple volunteer citizen boards of health and related professions. The office works to promote consumer protection through education, enforcement and partnerships and to promote a positive business environment by reducing barriers to professional practice.
The boards under HLO’s administration set educational and professional scope of practice requirements for their fields of practice. The office director assumes responsibility for central operations, achieving outcomes, complying with state law and ensuring proper stewardship of office funds.
The following volunteer citizen boards are under the office’s administrative oversight.
Board of Athletic Trainers
Duties and Responsibilities: Oregon law requires athletic trainers to be registered and meet state-established professional standards. This governor-appointed board oversees regulation of athletic training and consists of three practicing athletic trainers, one physician and one public member. Athletic trainers prevent, recognize and evaluate athletic injuries and provide immediate care, rehabilitation and reconditioning services to athletes.
Duties and Responsibilities: This governor-appointed board oversees the licensing of Board Certified Behavior Analysts and Board Certified Assistant Behavior Analysts and the registration of licensed health care providers and behavior analysis interventionists. The board consists of seven members, including three who are licensed by the board, one who is a licensed psychiatrist or developmental pediatrician with experience or training in treating autism spectrum disorder, one who is a licensed psychologist registered with the board, one who is a licensed speech-language pathologist registered with the board, and one general public member who does not have a financial interest in the provision of applied behavior analysis and does not have a ward or family member who has been diagnosed with autism spectrum disorder.
Applied behavior analysis (ABA) is the application of behavioral principles that will increase or decrease targeted behaviors. ABA therapy has been recognized as an effective treatment for autism spectrum disorders.
Board of Body Art Practitioners
Duties and Responsibilities: To address public health and safety concerns about emerging body art practices, the 2011 Legislature established the Board of Body Art Practitioners to advise HLO on the regulation of body piercing, dermal implanting, electrology, scarification and tattooing. Board members are appointed by the governor to four-year terms. There are seven members: two licensed to perform tattooing; two licensed to perform body piercing, dermal implanting or scarification; one licensed to perform electrolysis; one licensed
to practice medicine, nursing or naturopathic medicine; and one public member.
Board of Cosmetology
Duties and Responsibilities: This governor-appointed board regulates cosmetology practices. The board is made up of six certified practitioners and one public member. Cosmetologists earn certification in one or more of four individual fields of practice: barbering, hair design, esthetics and nail technology.
Board of Denture Technology
Duties and Responsibilities: This governor-appointed, Senate-confirmed board oversees the licensing of denturists. The board consists of four denturists, one dentist and two public members. Denturists construct, repair, reline, reproduce, duplicate, supply, fit or alter removable prosthetic dental appliances, otherwise known as dentures.
Duties and Responsibilities: The Board of Licensed Dietitians was created in 1989 and became part of HLO in 2011. The board oversees the practice of licensed dietitians by determining the qualifications of applicants for licensure and setting standards of practice.
Environmental Health Registration Board
Duties and Responsibilities: This governor-appointed board oversees the regulation of environmental health specialists and waste water specialists. The board consists of four registered environmental health specialists, one physician licensed in Oregon to practice medicine or surgery who has an emphasis in public health, one representative of the food or food/alcoholic beverage retail industry and one public member. Environmental health specialists promote the control of infectious disease through environmental hygiene by enforcing health and safety standards relating to food, water and consumer products.
Advisory Council on Hearing Aids
Duties and Responsibilities: This governor-appointed council oversees the licensing of hearing aid specialists. The council consists of four individuals authorized to dispense hearing aids, one licensed physician certified in otolaryngology (ear, nose, throat), one certified audiologist and one public member who is a consumer of hearing aids. With the exception of audiologists and physicians, anyone who sells, leases or rents hearing aids in conjunction with the evaluation or measurement of human hearing must be licensed.
Board of Direct Entry Midwifery
Duties and Responsibilities: This governor-appointed, Senate-confirmed board oversees the regulation of direct entry midwifery. The board consists of four licensed direct entry midwives, two certified nurse midwives, one licensed physician who is involved at the time of appointment in obstetrical care or education, and one public member. Licensure is voluntary, and unlicensed midwives may practice in Oregon. However, state law allows reimbursement under the Oregon Health Plan only if a licensed midwife provides birthing assistance.
Nursing Home Administrators Board
Duties and Responsibilities: This governor-appointed, Senate-confirmed board consists of three nursing home administrators, one registered nurse, one physician, one pharmacist and two public members. The board develops and enforces standards for nursing home administrators and formulates appropriate examinations.
Respiratory Therapist and Polysomnographic Technologist Licensing Board
Duties and Responsibilities: This governor-appointed, Senate-confirmed board regulates the licensing of respiratory therapists and polysomnographic technologists. The board consists of three respiratory therapists, two polysomnographic technologists, one qualified medical director for polysomnography or respiratory care, and one
Respiratory therapists, or respiratory care practitioners, provide services to patients with abnormalities associated with the cardiopulmonary system, or breathing disorders, under the direction of a licensed physician. Polysomnographic technologists provide treatment, management, diagnostic testing, education and care of patients with disorders related to sleep.
Sex Offender Treatment Board
Duties and Responsibilities: This governor-appointed board provides certification for clinical sex offender therapists and associate sex offender therapists. The board consists of seven members: two are recommended by the Oregon Association for the Treatment of Sexual Abusers, two are recommended by the Oregon Adolescent Sex Offender Treatment Network, one is recommended by the Oregon Association of Community Corrections Directors, one is recommended by the Oregon Juvenile Department Directors Association and one is recommended by a victims’ advocacy organization. Clinical and associate sex offender therapists provide services for the treatment and rehabilitation of sex offenders.
Medical Assistance Programs

Duties and Responsibilities: The Oregon Health Authority Medical Assistance Programs (MAP) oversees the Oregon Health Plan (OHP), Oregon’s innovative Medicaid program. MAP is responsible for the budget, policies and systems that support the “triple aim” of better health, better care and lower costs for services to OHP clients. MAP was formed in 1990 as the Office of Medical Assistance Programs to support OHP implementation.
With federal Medicaid expansion, MAP now provides health care coverage to more than one million Oregonians. Services are delivered through local networks of health care providers known as coordinated care organizations. MAP also provides daily customer service to OHP clients, prospective clients, community partners, contracted health plans and providers.
MAP employs about 500 people and is headquartered in Salem. In addition, MAP relies on several advisory committees to help guide decision-making. These include the Oregon Health Policy Board, the Oregon Pharmacy and Therapeutics Committee, and the Medicaid Advisory Committee.
Public Health Division

Duties and Responsibilities: The Public Health Division (PHD) improves lifelong health for all Oregonians by promoting health and preventing the leading causes of death, disease and injury in the state. The division’s primary responsibilities are to assess the public’s health through data collection and to then use that information to develop policies and programs that support improved health outcomes for all Oregonians. The division oversees health promotion and prevention activities, health care facilities and licensing, environmental health regulation, public health emergency preparedness, epidemiological outbreak investigations and the Oregon State Public Health Laboratory.
PHD works with many partners, including local health departments, community organizations, health care providers and coordinated care organizations. The Public Health Advisory Board and other advisory committees provide overall guidance to the division. The division comprises about 120 programs with about 750 employees and is headquartered in Portland.

Duties and Responsibilities: The Oregon Educators Benefit Board (OEBB) administers medical, dental, vision and other benefit plans for Oregon’s school and education service districts. As of January 1, 2014, Oregon cities, counties and special districts can also join the OEBB benefits program.
Public Employees’ Benefit Board

Duties and Responsibilities: The Public Employees’ Benefit Board was created in 1997. The board buys and administers benefits for approximately 51,000 people, who work for state agencies and universities, and their dependents. The benefits include health care, life insurance and disability insurance worth more than $1.5 billion per biennium.
