Present Duties

Oregon Housing and Community Services (OHCS) believes that all Oregonians should have the opportunity to pursue prosperity and live free from poverty. Its mission is to provide stable and affordable housing and engage leaders to develop integrated statewide policy that addresses poverty and provides opportunities for Oregonians.


The current agency was created in 1991, when the Legislature merged the Oregon Housing Agency with State Community Services. The agency today seeks to coordinate housing and services to address housing stability for Oregonians with low incomes. OHCS administers federal and state funds for multi-family rental housing development, including the development of new rental housing units, the rehabilitation of existing rental housing units, and the preservation of affordable housing with federal rent subsidies. The agency administers programs for first time homebuyers, including loan programs, homebuyer education, and foreclosure counseling programs. OHCS also administers programs to help stabilize low income Oregonians in their home by providing emergency rent assistance, food assistance, energy bill payment assistance, and weatherization assistance.


OHCS has 130 employees and is headquartered in Salem. The agency relies on several advisory bodies to guide its decision making and to set policy and priorities.
